Le projet s’inscrit dans la vision du renforcement de l’économie ivoirienne par l’amélioration de la compétitivité du coton ivoirien sur le marché international. Il vise à accroître la qualité, la crédibilité et la performance du classement du coton fibre ivoirien contribuant ainsi à l’amélioration du revenu des producteurs de coton ivoirien sur les marchés extérieurs.

Les bénéficiaires du projet sont les producteurs de coton Le projet est une assistance technique qui s’articule autour de trois volets :

• La réhabilitation et l’équipement de la salle de classement de la fibre de coton de Bouaké
• L’appui juridique à l’établissement et la validation de l’accord professionnel relatif au classement du coton fibre ivoirien et à la constitution d’une structure de gestion
• L’appui technique à l’harmonisation des procédures, au démarrage des activités et à la certification des deux laboratoires de technologie du coton (Bouaké et Abidjan).

La réhabilitation du centre de classement de Bouaké permet de suivre les caractéristiques technologiques de la totalité du coton fibre ivoirien grâce à des mesures spécifiques effectuées par une chaîne de mesure intégrée (CMI} sur des échantillons représentatifs. Ce dispositif doit aboutir à la certification du coton ivoirien condition essentielle pour accéder aux marchés régionaux et internationaux. La Côte d’Ivoire dispose ainsi d’outils lui permettant de passer progressivement d’un classement visuel à un classement instrumental répondant aux normes internationales.

Le monde des affaires a changé et le grand défi pour le secteur privé des pays en développement consiste à améliorer leur accès aux marchés organisés et aux financements. La nécessité d’apporter une réponse aux obstacles techniques aux commerces et aux mesures sanitaires et phytosanitaires est exacerbée par la globalisation des échanges commerciaux. Ces défis ne peuvent être relevés qu’à travers la mise à dispositions de ces pays des infrastructures et des procédures qui donnent entièrement confiance. C’est dans ce cadre qu’il a été mis en place le Programme Qualité Afrique de l’Ouest, financé par l’Union Européenne et exécuté en Côte d’Ivoire par l’ONUDI.

Le Programme consiste en un appui au renforcement des capacités en matière de qualité et de mise en œuvre des Accords de l’OMC sur les Obstacles Techniques au Commerce (OTC) ainsi que sur les Mesures Sanitaires et Phytosanitaires (SPS). Il a pour objectif d’assister le pays dans l’amélioration de sa compétitivité à travers le renforcement des capacités techniques et humaines en matière d’infrastructures et de management de la qualité.
La stratégie s’articule autour de deux axes:

• Réalisation d’une étude nationale sur les obstacles au commerce (OTC/SPS) pour produits prioritaires à l’exportation (fruits/légumes, emballages)
• Renforcement de l’infrastructure Qualité à travers :
  ./    Réhabilitation et équipements des laboratoires d’essais et d’étalonnage
  ./    Sensibilisation/formation et accompagnement des laboratoires et des entreprises sur les référentiels internationaux ISO 17 025, ISO 17 020, ISO 15189, ISO 22 000
  ./    Organisation de journées de promotion de la métrologie, normalisation et accréditation.

L’impact principal du projet est d’assurer aux entreprises ivoiriennes une meilleure compétitivité ainsi qu’une augmentation des exportations des produits locaux.

Au cours de la dernière décennie, le secteur industriel a souffert de la crise armée et de la crise politique qui s’en est suivie. Ces crises ont occasionné l’augmentation des coûts de production et la fermeture de plus de la moitié des entreprises.
En 2009, la Cote d’Ivoire adopte une « Stratégie de Réduction de la Pauvreté » (DSRP) qui constitue depuis le cadre d’intervention des bailleurs de fonds. Le développement du secteur privé comme moteur de la croissance est un des 6 axes de cette stratégie.
Par ailleurs, et dans le cadre des négociations sur les Accords de Partenariat Economique (APE), la Côte d’Ivoire a paraphé en décembre 2007 un accord intérimaire avec l’Union Européenne (UE) destiné à soutenir la période de transition de son économie vers le Libre Echange.
C’est dans le contexte de l’APE que le PACIR est financé par la Commission européenne dans le cadre des engagements souscrits grâce à des financements du Programme Indicatif National (PIN). Le PACIR implique plusieurs organismes dans l’exécution de ses différentes composantes, dont l’ONUDI qui est chargée de la composante « renforcement de la compétitivité des entreprises exportatrices et amélioration du respect des normes».

Les bénéficiaires du projet sont : (i) les institutions publi­ques et pnvees ivoiriennes concernées par le développement de la compétitivité et des exportations du secteur privé, (ii) des entreprises et des coopératives agro-industrielles, ayant la structuration nécessaire à entreprendre la démarche de mise à niveau et à réaliser des actions groupées de promotion des exportations. Elles doivent appartenir à des secteurs d’exportation non traditionnels, (iii) les structures techniques liées à la qualité (institut de normalisation, centres techniques, laboratoires d’analyses et de métrologie, organismes de contrôle des exportations, etc.). Trois concepts clés :

• La mise à niveau pour l’amélioration de la compétitivité des entreprises: actions d’assistance directe en productivité, modernisation, qualité et innovation au niveau des produits et des méthodes de gestion

Activité de pérennisation : appui institutionnel dans la formulation et l’amorçage d’un programme national qui permette de pérenniser la démarche de mise à niveau et de restructuration des entreprises et de leur environnement : le Programme National de Restructuration et de Mise à Niveau – PNRMN

• La normalisation et le renforcement des laboratoires
  pour la conformité avec les normes internationales: assistance pour l’adoption de normes de marchés internationaux et pour l’accréditation de laboratoires d’analyse et de métrologie
• Les consortiums d’exportation pour la connexion auxmarchés: des alliances volontaires d’entreprises sont suscitées et appuyées dans l’objectif de promouvoir les biens et services des membres a travers des actions communes.

• 60 entreprises bénéficient d’actions de sensibilisation et de formation en productivité et marketing international
  25 entreprises sont assistées dans leur démarche de mise à niveau pour être compétitives et mieux se positionner sur les marchés
• Des consortiums d’exportation sont créés et réalisent des actions groupées pour l’accès aux marchés
• 3 études de positionnement stratégique et/ou de marché pour l’identification de débouchés commerciaux pour les produits des filières retenues sont réalisées
• Une base de données des entreprises manufacturières est actualisée et permet de mesurer la taille et la composition du tissu industriel et de dimensionner les politiques le concernant
• Des normes pour les produits retenus et leur emballage sont disponibles au niveau national et promues au niveau des filières
• Des laboratoires mettent en place une démarche qualité conforme aux normes internationales
• Un Programme National de Restructuration et de Mise à Niveau est élaboré, validé et amorcé.

• Les normes des marchés d’exportation sont intégrées dans les normes nationales pour les produits concernés
• Les laboratoires sont engagés dans un processus d’accréditation de leurs tests pour une reconnaissance internationale de leurs prestations
• Le Programme National de Restructuration et de Mise à Niveau est élaboré, validé et pris en main par les autorités nationales et des sources de financement pour l’appui au développement de la compétitivité des PME sont identifiées.
